GUI: View Options menu randomly no longer shows when View Options icon clicked

We had this issue before, I'm sure I filed it. When clicking the View Options icon (left hand side), the View Options menu popup no longer appears. I also find that initially the 'quick selection' popup appears, but when clicked again. the detailed view options popup appears. Not sure if that is by design.

So: View Options menu not showing when View Options icon clicked.
