[NewChapter] wiggle at CI 1 not strictly increasing score

I noticed while stabelizing 663 the score during wiggle all is sometimes decreasing but soon jumping up again. This was at CI 1.
It might be that that happened because I disabled the bands keeping it together and there was still a residual effect of the bands. (When disabling the bands the iteration count increased to 2, as expected).
Also this happened at a low score, I havent seen it happen later.

Thanks for reporting, this did appear to be a residual effect of bands. It should be addressed in the next update to newchapter.
