Chat was down because the NickServ service wasn't working. This caused in-game chat to fail to connect in both main and devprev.

External IRC clients could still connect, but nothing was getting authenticated, so group channels were wide open.

I don't think the chat server was restarted, so group admins might want to look at who's in group, and kick any interlopers.
