Cmd-Z and Cmd-Y, rather than going back (or forward, respectively), to the last state, go back (and forward) two states: they're 'skipping' an undo. Happens on both dev and main on OSX 10.7

This bug is still present and is still irritating: resurrecting it since it seems to have slipped under the radar.
