The mutate feature is active for non-designer puzzles in the new interface.

If this is the intended behavior, then the bug is "mutate future absent from old interface"

Thanks for the bug report. Though the tool shows up, you can't actually mutate things. However, it shouldn't be showing up at all. It's a small fix so we'll fix it right away.
