Tutorial Messages Don't Always Appear

Sometimes the tutorial messages that explain the level don't always appear. This can be confusing to those who are still learning the game.

So far, it seems the only way to get the messages to show up is to click on a new tool that is being introduced (if applicable). If a new tool or option is not being introduced, then the message will not appear.
