Unrecognized cutpoints on 763

I'm seeing odd behaviour on 763 where it seems that tools such as rebuild and local wiggle are not respecting cut points. For example, local wiggling a region bracketed by a cutpoint and a frozen residue results, not in that specific region being wiggled, but rather a region from the frozen residue to the end of the protein being affected.
