Upvote/downvote feedback

I recently noticed upvote/downvote is "randomly" disabled on feedback comments. Even if it's the first time I've viewed that feedback some comments are already disabled. A recent feedback had 7 comments enabled and 7 comments disabled even though I never voted on any.

Any threads in particular Tom? Curious to see if it looks the same to me. (wouldn't know why not)
