What I'm talking about is HOW the new tools are used.
I can figure out that right-clicking brings up a pie menu that includes "rebuild".
However, there is no documentation on how or when to use this. Does it require both or one end to be "locked" to be effective? Does it require a band to be attached somewhere to be effective?
So far, I have never seen "rebuild" do anything at all, except take up cycles. It's never improved or worsened anything.
Does it only work on certain types of structures?
Lots of questions, no guidance from the developers.
