Removing 'newchapter' update group

Now that it is released, we will be removing the 'newchapter' update group. If you are using it, you will want to switch back to 'devprev' or 'main'.

The update should be properly released now, and you should should see correct rebuild behavior again (Helices should now build properly, more structures should be found).
