cut tool for all puzzles

it seems that the cut tool just works for puzzles with alignments.
in 568 no cut tool available.

Yes, that is the current state (as described in the release notes: http://fold.it/portal/node/989977#comment-17843).
It's a bit trickier with other puzzles, such as ligands, symmetry, etc…
but hopefully we can add it in for everything soon!
