Once making the cut and again when removing the cut. I suggest only when making is enough.

Making and healing cuts are like freezing and unfreezing. They don't change the position of any atoms, so maybe neither one should count as a move.

We've had some internal discussion on this, and decided that only inserting a cut will increment the count. We might make neither count as a move in the future, but this is what we're sticking with for now.
