This is an obvious question: Why is the cut tool disabled? I'm not sure I would use it for this puzzle in any case, but I don't see the reason for it being disabled.

That's why we are posting it as a Quick Puzzle:
First without the cut tool, then reposted again for a few days with the cut tool enabled.
We'd like to see if there are any major differences between the two puzzles.
