Groups with inactive managers

Is it possible to transfer some of the group management permissions to other group members in the situation that the manager of a group has been inactive for some time?

For instance, we have a picture we'd like to upload for the xkcd group image but have no way of doing so.

Change ownership can be done only by Foldit site admin.
Use feedback system to report that need.
