Allow alignment always

For some puzzles, alignment is not allowed, but I thought it would be nice to be always able to work with solutions made by groupmates or parts of the initial state(s).

Of course, there will be no templates in the alignment list at first, but you could give the initial puzzle state(s) as templates, so that the list isn't empty.

If you are stuck, then you could do a partial alignment to an older version to get out of local maximum.
