the real issue is people downvoting for the wrong reasons. personal disagreements or anti-scripters who downvote anything which might improve scripting. If downvoting is limited, upvoting should also be.

also in my opinion, you should not be able to vote on your own issues/comments. I generally save my vote to counteract the first negative vote and this should not be allowed.
