583 Has cut tool, but move tool is gone in selection mode

The title says it all. Cut tool is useless without the move tool for me.
This is in main, have not checked devprev yet.

This is a bug - the cut tool should not be available on this puzzle, but the selection tool apparently is not doing the check that it should in order to disable it. We will be fixing this and making the cut tool available on more puzzles in the next release.
