when I try to make a buddy it gives me an 404 error. I think it's request.php intread of /request/ after the buddy's ID(in the url bar)

Is the Buddy feature still broken? Has not worked regularly (worked once, for a very short time apparently) since I joined back in Spring '2015. Can it be fixed?
