If this is still happening, can you tell us which OS you are using (and perhaps a screenshot) and a log file please!
To clarify from a conversation in the in-game chat; the cookbook window is visible, but is not filled with the list of recipes / scripts. From own experience I can tell that it can be repopulated by clicking the 'refresh' icon, the two blue arrows circling eachother in the cookbook popup window.
The cookbook problem seems to be fixed at the moment.
Just to clarify, when this happens, the cookbook window appears after starting Foldit, but contains no recipes. The refresh button may fail to correct the situation. The other buttons on the cookbook window, like show recipe output and load local recipe, work normally.
Possibly related, in some cases, the scoreboards also failed to appear promptly. This can happen at the beginning of a puzzle, apparently when no score has been registered yet. During the problem period, it was happening on older puzzles, in cases where the scoreboards were showing before restarting.
The compound library also gave an "unable to download" solutions message, but that's not really unusual. Having the message does make it clear why the window has no contents.
In a few cases, I had login errors. Retrying the login a few seconds later resolved these problems. The worst case required two tries to login.
