Ignoring users additions...

Presently, the commands are /ignore and /unignore

An additional command /ignorelist should be implemented to allow seeing who is ignored.

Also, when /ignore or /unignore are used, there should be some textual feedback to indicate the person was ignored, such as 'Ignoring USERNAME' or 'Unignoring USERNAME'.

Allows verifying that persons were added or not, as well as maintaining the list, if you wish to unignore someone that you didn't mean to ignore, and removing stale names from the list.

Well then, the idea is 33% implemented already, and I just couldn't find the documentation anywhere.

As a note, I /ignore'd two people earlier, and my ignored users list is empty…. just says 'ignored users:'
