I just ran a free residue all around the highlighted donor atom (#9) and it will not bond at all. It has no polar hydrogens either. The acceptor (#4) will bond but that is not the atom the h-bond filter is highlighting.

Don't be fooled by the red atom at the end of the catalyst (next to the connection to the protein) when you set your view options to "Show bonds non-protein" and "Show bondable atoms". To make the actual target atom glow red, you also have to open the bonuses and penalties window at the top of the puzzle and check "HBond". Then (I think) the target is the blue atom with the red glow.
It's confusing, because tool tips say donors are blue and acceptors are red, but the puzzle comment says this is supposed to be an acceptor.
Susume points out that the description says it should be an acceptor. That explains why there's no polar hydrogen. It's mis-labeled in the puzzle so we can't bond donors to it. This puzzle will probably be reposted.
